How to get CBO parameters from DBA_HIST_OPTIMIZER_ENV optimizer_env column?

Is there a possibility to convert RAW data in DBA_HIST_OPTIMIZER_ENV optimizer_env column in readable form to see CBO parameters when query was generated?
