Project Stuck in Submitted for Approval Because Workflow was Cancelled

I made a mistake, and I have a problem to fix.  I hope someone can advise me how.

There was a project that was Submitted for Approval.  The Workflow was erring, and I mistakenly cancelled the workflow.  The workflow is customized, and was not designed to be cancelled.  The project is still Submitted for Approval, with no buttons in the Change Status window to act on it.  How can I get the project back to Started?  Perhaps with some PLSQL and APIs to change the data.
