Overridden Job Queues not working

R07230 submits a number of UBEs.  We have the 4 UBE/versions overridden to run in a single threaded job queue.   2 of the UBEs successfully go to the correct queue.   2 of the UBEs continue to use the default QBATCH.  We are on E1 9.1.4 on an AS400.  The job queue looks correct in P98305.   Using the BSFN B98xxx that extracts the Job Queue from the BLOB, the correct queue is there. 

The job log shows:

LANCHUBE--Default queue for R5707231 from parent report: QBATCH - THIS IS INCORRECT.

LANCHUBE--Default queue for R5707232 from specs: ABMMPR   THIS IS CORRECT.

Why would LANCHUBE for R5707231 be pulling the default queue from the parent report and LANCHUBE for R5707232 pull the job queue from the SPECS?
