Patch 4444880 and 6699770 invalidates pay_pyucslis_pkg

Hi

After applying the above merge patch makes the pay_pucslis_pkg fails with

package /wnappi/applmgr/1159/pay/11.5.0/patch/115/sql/pyucslis.pkb
