Post upgradation we are facing slowness while applying patches for bug fixes

Hello Support,

We have upgraded one of our Development servers application from 11.5.10.2 (32 bit) to 12.1.3 (64 bit) and database 11.2.0.1 (64 bit) to 11.2.0.3 (64 bit).

Post upgradation we are facing slowness while applying patches for bug fixes on that development server.

We are not facing any slowness issue on other servers which where upgraded in earlier cycle.
