Unable to Apply Patch 13864126:R12.XLA.B.

As part of  Bug 17989121, the customer was directed to get to latest R12.1 version of xlatbbal.pkb (version 120.8.12010000.11).

This is delivered with Patch 13864126:R12.XLA.B.

I advised the customer to apply the patch.

He responded: "Unable to apply the patch", and provided the log/lgi file.

In the .log file attached, the following lines appear:

Cannot open patch file:

/staging/patches/DBGALE/WO52959/xla/patch/115/sql/xlatbbal.pkb

Error occurred in version checking.

See above error messages or AutoPatch log file for details.

But I'm not sure how to proceed with further troubleshooting, or resolving action plan.  Seeking assistance from the Patching team.
