Negative MOH Factor applied to Material Item Cost and Transfer To Projects

Is it possible to have a material transaction with item cost (positive value) that has an MOH (negative value) factor applied to the Item Cost and be transferred to Projects?  This material transaction is attached to a Project # / Task #.
