R12.1.3 : getting while installing Multilanguage patch

hello,

we are getting error during installing Arabic patch as we successfully installed ENGLISH patch without  any issue please need support.

Current system time is Fri Feb  7 01:22:25 2014


Uploading from the data file /appha/data/acvetprd/apps/apps_st/appl/pos/12.0.0/patch/115/import/AR/poslkup.ldt
Altering database NLS_LANGUAGE environment to ARABIC poslkup.ldt
A database error occurred:
  ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified
