Tax condition not working

Hello

I've created at tax rate and attached it on Customer Bill To. It gets defaulted while doing manual transaction. Now I want to restrict use of this tax by adding a condition of transaction type. I created determining factor set; added the transaction type condition and attached in tax rule 'Determine Tax Rate'. But the condition is not working. (ie. still tax gets defaulted and calculated).

Want to know how do I identify whats going wrong. Let me know if I've attached determination factor in wrong rule. If not, please help me diagnose the issue.
