Work Confirmation AME Transaction - unable to create attribute at distribution level

I'm looking to create a new attribute in the Work Confirmation AME Transaction at the distribution level and it only gives me header and line as choices.  There are several attributes that come with this transaction that are defined at this level but I am unable to define a new one at this level.

Any assistance with this would be appreciated.
