OEM Cloud Control 12.1.0.2.0 Self Update Failing

I can't get the self updates to work and I think it has something to do with oms and internet connection but not sure.

Below is what I get when I run checkupdates job

Step:  RefreshFromEMStore Failed with exit code 10  step id 50544

output log:

Checking for updates at EM Store

Error:ARU connection failed:0:aru-akam.oracle.com

Should I be able to log into myoraclesupport from the oms server?  would that be a valid test at all, or do you have other ideas why this might be failing?
