Unable to create suppliers (R12.1.3 Version)

Hi, I have been trying to create venor site using "AP_VENDOR_PUB_PKG.Create_Vendor_Site" API. But I get the below mentioned error: "ORA-01403: no data found in Package AP_VENDOR_PUB_PKG Procedure Validate_Vendor_Site." Please let me know the cause of this issue and resolution for the same.
