Project Budget check Failing eventhough Budget available

Hi,

   Created a Project and baseline cost budget. The cost budget is 1000 for the task (from OA page).

1. Budgetary check enable and it is non-integrated Budget

2. The control levels are set at Project and task as 'Advisory'

3. Trying to create a PO of amount '100' for the Project and task,

  Check fund is landing in 'Exception', it should pass the Budget check. Please advice hw to proceed on thus
