Parent LIC value not listing in the List of values pickapplet

Hi,

I am trying to configure constrain picklist. I have done following configuration as below. I have added Parent value 'Temp Deal' on TODO_TYPE and Child value 'Test123' on TODO_SUB_DEALERCD. However, when I try to pick the 'Parent LIC', I am unable to associate the Parent Value. I also have added the child value in List of Value explorer.Can you please throw some light on this issue.
