Patch 9827606 - errors during apply and invalid objects after apply

we have applied the mentioned patch on a 11.5.10.2 EBS test Env.

I have checked all prereqs mentioned in the readme and we do have all of them !

But the patch has some errors during frm-generate phase (2 pll and fmx do not compile).

And afterwards we have some invalid packages since the patch brings only package bodies and not specs.
