As Per oracle 12c Documentation:

For GNS without zone delegation:

Configure a GNS virtual IP address (VIP) for the cluster. To enable Oracle Flex Cluster, you must at least configure a GNS virtual IP address.

Q: What do I need to ask the network administrator to do in this case. Without zone delegation, will all the scan VIPs and the Private Interconnect ips created by automatically by Oracle?
