Unable to update the tax line in the system while creating the new Tax code for one org . We are get

We are unable to update the tax line( code combination) in the system while creating the new Tax code for a org. we are getting an Error stating "Either Tax Expenses contains an invalid combination or it is not an expense account"

The same tax line combination is used in the existing tax set up and it is an valid one.

I have checked that the existing code combination, this is actively used in the system and is active and has no end date.

I also checked the account used in the existing tax code and the same account is used in this tax code, both these tax code just have chnage in % of tax, all remains the same,
