privileges on backup job without super administrator role

in Managing Databases using Enterprise Manager (MOSC) Question

Access rights on backups is done via the access tab. This way a user can allow others to manage a job.

Our situation:

We have a super administrator who is scheduling all the database back-ups. But it is very time consuming to manage the privileges.

We do not want operators to have the super user role.

How can we allow operators to manage the EM jobs, so that they can read, delete and/or reschedule backup jobs?    

I miss in 12c a role for this.

Anybody got an idea?
