Setting Up Discounts Based on Number of Members

I want to configure a sharing discount using different thresholds based on the number of accounts that participate in the group. In the documentation I found "Setting Up Discounts Based on Number of Subscriptions", but this functionality requires the use of plans and we don't use plans in our implementation. Is there an alternative to implement something like that without plans?
