Authority for Dream Writers

We are doing the initial testing of A9.3 to upgrade from A9.2. I am finding a lot of problems with dream writers, where they say **** Not authorized to Version **** and you cannot change them, even on ones where I am the Version Owner. I have already changed the Dream Writer authority so that I execute, change, add, and delete all form ID's. Has anyone else encountered this and what is the easiest way to fix it?
