Create accounting- Cost Management errors out

While running "Create Accounting - Cost Management" report in the PO Accounting responsibility, the child process returned an ORA-28113 error:

An internal error has occurred in the program xla_accounting_pkg.unit_processor, ORA-28113: policy predicate has error.

Users are trying to run the month ending closure for Jan 2014 in R12 and the Accounting Program errors out
