Secondary Ledger & Budgeting

Hello Guys,

In a governmental environment where they want to use Accrual Basis in the primary ledger and Cash basis in the secondary ledger. How the budgeting will work for the secondary ledger in another way can I track the budget on cash basis in the secondary ledger.
