Back Orders Based On Ship To Address

For one of our customers, which has multiple ship to locations (so multiple address book records), they want certain sales orders (depending on the ship to) that they are transmitting to us to be immediately cancelled if there is no stock available.

I looked into the P03013 configuration under billing so that back orders are not allowed, however this only seems to apply to the sold to address and cant be set to configure for the ship to.

The items cannot be set at item master level nor branch plant constraints as there are other customers who will want to wait for the stock i.e. have backorders.
