Siebel DB Install Error - Windows 2008(64 Bit), Siebel 8.2.2.4

I am trying to install Siebel 8.2.2.4 on Windows 2008 R2 64 bit environment.

• Windows 2008 R2

• Oracle 11g DB which is a different DB Server (11.2.0.1.0)

• Oracle Client 11g Release 2 (32-Bit 11.2.0.1.0)

• Java 1.6 32 bit

• Siebel Public Sector 8.2.2.4

I have successfully installed and configured..

Gateway

Enterprise

I am stuck with Oracle DB installation.

I have started the Siebel DB installation before Siebel server install, and my odbcsql utility gets crash when I provide valid ODBC DSN, DB User as 'SADMINL' and password for it.

After providing password and clicking on Next, I get a popup message stating that Siebel Built Tools has stopped working. On viewing problem details from pop-up, I am finding below details:
