Tax change for approved PR

Hi All,

Due to Japan tax rate change in Apr-14. I'm working on a data fix for approved but unconverted PR and want to how to change the tax manually.

I found it' not allowed to make tax change from the manage tax for an approved PR.

Is there any setup or options should I change to allow me to make the tax change for an approved PR?
