Migrate Validation Rules from 11.1.2.1 to Check Rule Group 11.1.2.3

Hi,

Is there a way to migrate the Validation Rules from 11.1.2.1 to Check Rule Groups in 11.1.2.3?   I see how I can export the Validation Rules to Excel in 11.1.2.1, but can't seem to find any Import capability in 11.1.2.3.
