Patch 17731085:R12.CE.B - Is This the Latest Merge Banks Patch?

Hello Support,

We have a requirement to merge several bank and have located datafix patch 17731085.

Please can you confirm that this is the latest patch with which to achieve this. Could you also review the readme and confirm that the usage note mentioned, 1600819.1, is correct, because we cannot find it on Oracle Support.

Currently, we are unable to make payments to vendors whose bank branch was associated with the wrong version of the bank.
