Destination location requires customer association in the source organization

Hello

We are trying to set up IRISO across organizations belonging to two different operating units.  We have created the Internal location and assigned it to the Customer address.  We created the Shipping Network.  However we are getting the above error.  Any ideas?  Item is available in both the orgs.  It is Internal Order enabled etc.
