Adding row on project status page

We recently upgraded from 8.9 to 9.1 bundle #27.   In 8.9 we could add a row to the project status page, regardless of the project open/closed dates and it would save.  The date could be the current date or occur in the past.

In 9.1 if we insert todays date into project status page it saves, however if we back date, it gives error that says -  depending on dates...

Date: 2014-02-10 is not between Project Start date: 2009-11-16 and Project End date: 2009-11-16. (13100,495)

Please change date or modify Project Start or End dates.

Entering a row of 2/11/14 saves without error, even though it is outside fo the start/end dates.
