SRW Package returns ERROR : HTTP request failed.

I have a procedure that I am using to try and get the SRW package working on our weblogic 11Gr2 application server.  Even with srw.start_debugging I get a pretty generic error as stated in the subject.  If I copy the URL and put it in my browser everything works as it should.  Since for some reason I can not copy/paste I have attached a file with the debug info.
