Updating operation in one Routing updates in all Routings?

Hi,

We have a situation to use the same operation in multiple Routings. But, Each Routing has different usage rate at that operation. When we try to update the usage rate in one operation then system try to update the usage rate in all the routings wherever the operation is used.  Is there any way, we can prevent the operation changes update in multiple routings?.  We want to use the same operation in multiple routings. But, the usage rate for that operation could be different in each routing.

Example: Mixing Operation used in many routings.  Routing A, Routing B
