how to personalize LOV for specific field

I want to personalize Field LOV to be restricted for a specific value

for example

In purchasing module > requisition form

How to personalize the field organization,location

Is there a global parameter that hold the value of the organization name ?

like if you have noticed the field value Requester is auto completed - The user don't need to insert it every time -
