Unable to cancel PO Shipment

Hi,

We are facing an issue where we are unable to change the PO Distribution qty (Version: 11.5.10.2)

Details are as below:

PO Line Qty=144

PO Distribution Qty=768

Qty Received=144

Qty Billed=144

Closure Status=Closed

Closure Reason =Datafix provided by Patch 5997107

Authorization Status=Requires Reapproval

When we try to cancel the shipment via Tools -> Control -> Cancel Shipment. We receive an error message as "No Control action found for this document" so 

User is unable to take any action in it.

Requirement is to cancel the PO shipment.

Let us know if there is anyway/method to do it.
