Sales order last status 914

Hi Dear Concerned

My question is during Ship confirmation additional line is created with last order status 914 , I think this is because no inventory availability and checked to allow partial ship confirmation at customer billing instrucitons.

Only the available quantity should be ship confirmed and balance should get cancelled as 980-999.

Can you advise the scenario
