ASCP is suggesting reschedule out for a supply though no demand exist

We are using ASCP 12.1.3 Version

ASCP is suggesting to reschedule a Purchase requisition though no demand exist for this item.Expectation is planning should suggest to cancel the requisition.

No satefy stock for this item.

When Purchase Order created for this Requisition,now Planning is recommending to cancel this PO.Not sure why Planning is not suggesting to cancel the requisition when no demand exist ,now after creating PO ,it is suggesting to cancel the PO.

Any profile is controlling this behaviour or is it standard functionaly.
