Budget is not checking on the PO and Req, also dispatching option is showing here..

I am doing the whole Purchasing setups on peoplesoft 9.2, here when i am creating the requisition and PO the Budget is not checking, when I am click on the budget check it is showing the

"Not checked", and also on the PO and requisition the Dispatch option is not showing...Kindly help me out...
