Cycle Count vs Physical Count << Items selected by 'Perform Full Cycle Count are Less than Physical

Hi,

We are R12.1.3.

An Inventory Organization has about 24K items with available balance.

User defined / Createdc a 'Cycle Count'  for 'All-Items' and then launched  'Perform Full Cycle Count'.  It is observed that around 16K items are selected in the CC.

Since the number of items are around 66% of the total items, then the user created a 'Physical Inventory' for the same Organization. All items with balance are selected in the PC.

How to diagnose that why the CC couldn't select / pick all Items whereas the PC has selected all ?

Can any one, please guide or refer to the relevant document, which explains the issue in detail?
