Start Menu: New - default workflow not working

Am I doing something wrong here?

I'm working with the 11.1.1.8.0 JSK with the FirstSiteII / avisports examples installed. I want articles to automatically enter workflow when someone creates one in the avisports site via the Contributor UI. From the documentation, this looks to be simple to do: Creating and Managing Workflow Processes - 11g Release 1 (11.1.1.8.0)

Edit Start Menu: New Insite -> Article.

Select workflow: AVI: Content Workflow, select all for participants, save.

Logged in as fwadmin (which holds all the roles used in this workflow) - go to Contributor UI and do New -> Article.

Select template and name it, the article is created and displayed.
