Taxable flag @ Shipment Level (Default to Yes)

Hello All,

I have noticed that the taxable flag at PO Shipment Line level is defaulted to yes, when the Taxable flag at PO Line level it is set as <null>.

How come that the value we get as default is "Yes"? How can I change this defaulting-behaviour?
