SULA Set up timming and FA term processing

We are getting asked by our Registrar when they have to have their SULA set up done.  What might the impact be if FA Term is ran for AY 2015 before the SULA set up is done?

Does the SULA set up need to be completed before we run FA term for the 2015 Aid year?
