Reserve Orders program

Does Reserve Orders Concurrent program check if the Subinventories are reservable or not while reserving the item quantity? Or it just checks the availability On Hand and reserves to the order?

We are facing an issue where item is getting fully reserved whereas failing to pick them fully. As picking happens from FG subinv, we are assuming it is reserving items from another subinventory also and so picking only the qty available in FG and backordering the remaining quantity. Can this happen?
