Customer Open Balance Snapshot

Hi All

I have a requirement to publish the Customer Open Balance Snapshot as of a specific time to Siebel from Oracle AR.

This will be a custom development but can someone please  let me know if there is an API we could use for this purpose that can publish this value when called for??
