Assigning period to existing user and new user

Hi, I don't know whether this is App related or CNC related ?  i was wondering if new JDE users or old existing user can be assigned with period after closing period?

For existing user, once the period is closed, they need to re-key in the period and able to access previous period.  Now they have added new company code and  new user need to use previous period ...how can go about this ?
