EBS R12 - unexplained access to the personalization of a forms

Hello,

Context:

EBS R12.

Profile option FND: Diagnostics set to No for the site and for a user U1.

For this user U1, available responsibilites: System Administartor,  Preference SSWA, Applications Diagnostics.

The function FND_DIAGNOSTICS_PERSONALIZE is not allowed to the menu of these responsibilites.

Question:

Login as System Administrator.

Open any forms.

--> Personnalize a Forms is possible, despite the previous context.

Could you explain me why?
