Can we include an "Alternative text" Hover over onto an ODM Created Webform

I would like to be able to include an "Alternative Text" Hover over box onto a Webform to reduce the explanation of choices text which are currently on the same text line as the webform options.

Current Example :

1. SLC news. * ( Chief Executive announcements, business transformation updates, information on upcoming surveys and conferences, also includes Student Finance Northern

Ireland news).

Preferred option :

1. SLC news. + an alternative text box hover over containing ( Chief Executive announcements, business transformation updates, information on upcoming surveys and conferences, also includes Student Finance Northern

Ireland news).
