Materials List in Inventory without using Bills of Materials

We have a need to kit items into materials lists with final "kit item", materials in the list and quantities, so basically the BOM basic functionality without manufacturing integrations.

Has anyone done this with just Oracle Inventory, is there such functionality that might be usable for this purpose.  All we basically need is a place to store a list with the kit as the parent, the items as children with related quantities.

Ideas welcome, appreciated and acknowledged.
