Trying to research the history of the "Top Hat"

Hello,

I have been using Oracle E-Business Suite since 2003, release 11.5.7.  (I am now on 12.1.3).  When we implemented EBS in 2003, I was told by our consultants that there was a past version of EBS where Development took the "top hat" icon used to switch responsibilities away.  Apparently customers complained about it so much that Development put it back at some point, and I know for sure it was in 11i.  Can anyone remember that far back to the release that it was taken away?  Maybe 9 or 10?  I am writing a white paper about responsibilities and thought
