How to automatically update employee salary when grade step is applied manually

I have the situation where the element that holds the base salary is not getting updated with the salary that is recorded for the grade step. The issue is then that, at a time when we have an EBA and all of the rates are changed in the grade step tables, the information does not get transferred over to the salary element which shows on the ESS payslip, the SOE or the employee salary page within their assignment.

The organisation does not want to use automatic grade step progression, instead the employees are updated on a weekly basis according to their anniversary (if applicable). Searching the employees by element therefore does not always show the most recent salary for the employee unless this has been updated on the employee salary screen.
