Project compliance functionality possible or not.If possible how can we achieve this in standard fun

Hi Folks,

I have a compliance from client whether the requirements given are possible in standard oracle projects functionality or not?If possible how can we achieve it?

1)To be able to check Funds automatically for CAPEX requisitions on Oracle in order to be more efficient, accurate and to process the requisitions on timely manner. In order to achieve this, we must be able to compare issued commitments during the current budgetary year + carry over POs from prior years (whether already received during current year or still open) to the approved budget on a real-time basis for the specified period.
