emagent.nohup log has entries for "detected gap (xx) greater than tolerance (150000)"

These entries correlate to "agent unreachable" emails, or sometimes "EM Event Clear - database XXXX is up.  I'd like to know just what this is telling me.  Does it relate to response time from the OMS being too slow, and causing the OMS to take action?  If it is the network latency is detecting, the node would reboot long before 150000 is reached. Guess I'm asking just what is this "gap"?
